Minutes of Executive Session
August 4, 2011
The Mayor and Council of the City of Peachtree City met in Executive Session on Thursday,
August 4, 2011, in City Hall Council Chambers. Council entered Executive Session at 9:33 p.m.
Those present were: Mayor Don Haddix, Council Members Vanessa Fleisch, Doug Sturbaum, Kim
Learnard, and Eric lmker; City Manager Jim Pennington; City Attorney Ted Meeker, System
Administrator Matt Robinson, and Public Information Officer/City Clerk Betsy Tyler.
Meeker provided information on a land-swap proposal from Fayette County relating to the TDK
Boulevard Extension. The proposal involved two pieces of city-owned property that were part of
the proposed route, for which the County wanted to trade a single parcel abutting Line Creek.
The issues discussed included:
o Encroachment into Atlanta Regional Airport operations if the old TDK roadbed were
used.
o A third party rerouting the road to adjacent property owned by Peachtree City Holdings
for a bridge crossing of the creek;
o Deed covenants or a reversion clause in the agreement;
o An easement to the County in lieu of the property exchange;
o Constructing the roadway segments on City parcels and allowing the County access.
Council wanted options for the City to retain control of the two parcels since there were no
assurances on future use if the property were to be exchanged.
Council directed Meeker to look at the City paving the roadway segments on the parcels in
question and retaining ownership.
Council continued discussions on personnel and threatened or pending litigation. Sturbaum
moved to reconvene in regular session at 9:33 p.m. Learnard seconded. Motion carried
unanimously.
