HomeMy WebLinkAbout12-04-2014 regular meeting City Council of Peachtree City Meeting Minutes December 4, 2014 7:00 p.m. The Mayor and Council of Peachtree City met on Thursday, December 4, 2014, at City Hall. Mayor Vanessa Fleisch called the meeting to order at 7:00 p.m. Other Council Members attending: Terry Ernst, Eric Imker, Mike King, and Kim Learnard. Announcements, Awards, Special Recognition Sasha Pope was recognized for her help with a pedestrian who was hit by a motorcycle on October 15. Fleisch presented Pope with a Citizen Achievement Award, and Police Sergeant Odilia Bergh and Firefighter/EMT Ashlee Koontz each presented Pope with their department's challenge coin in recognition of Pope's efforts to keep the patient, who received severe head and leg injuries, calm and alert while he was being treated. Consent Agenda 1. Consider Budget Adjustment-FY 2015 The budget adjustment was to cover change orders associated with the Station 84 renovation and sewer improvement project. Ernst moved to approve Consent Agenda Item 1. Consider Budget Adjustment - FY 2015. King seconded. Motion carried unanimously. New Agenda Items 12-14-01 Consider Bid for Track Loader Replacement Public Works Superintendent Scott Hicks said the bid had come in over budget. Two bids were received, and one bid did not meet the bid specifications. Staff recommended Council accept the responsive bid from Yancey Brothers in the amount of $204,871 for the purchase of a 2015 Caterpillar 953D track loader. Hicks said the 2014 Public Improvement Budget (PIP) had included $196,000 for one track loader. Funds to cover the difference were budgeted in the 2015 PIP fund. King moved to approve New Agenda Item 12-14-01 Bid for Track Loader Replacement from Yancey Brothers. Ernst seconded. Motion carried unanimously. 12-14-02 Consider Bid for Rubber Tire Loader Replacement Hicks said four dealers returned bids for the rubber tire loader, and staff recommended Council approve the bid from Flint Equipment Company for$136,270 for the purchase on one 2015 John Deere 524K rubber tire wheel loader. The amount budgeted in the 2015 PIP fund was $138,000, so the purchase was $1,730 under budget. King moved to approve the bid for the rubber tire loader replacement from Flint Equipment Company. Ernst seconded. Motion carried unanimously. 12-14-03 Consider Cancellation of January 1, 2015, Regular Meeting Learnard moved to cancel the January 1, 2015, regular meeting. King seconded. Motion carried unanimously. 12-14-04 Consider Request from Peachtree, LLC/Heritage of Peachtree to Connect to Sanitary Sewer System City Council Meeting Minutes December 4,2014 Page 2 City Manager Jim Pennington reported that the assisted living facility was working on its Step 2 annexation request, but there were serious problems with the septic system. Heritage had been in discussions with the Water & Sewerage Authority (WASA) for some time. Heritage had requested that Council allow them to proceed with the connection while the Step 2 annexation application was being compiled. Learnard asked what the ramifications were of going outside City limits with the sewer. Pennington said it was an unusual request since it was occurring at the same time as the annexation. There were letters from the County and the state regarding the serious issues Heritage had with its septic system. City Attorney Ted Meeker said there had been a few instances where Council had allowed sewer to extend outside the City limits, using the Mountbrook subdivision off Redwine Road as an example. The sewer line passed within 200 feet of the subdivision, and the connection was allowed. He did not believe allowing sewer outside the City had been done very often since WASA had taken over the system. Pennington noted that Moira Feeney with Heritage had not been able to attend the meeting and had e-mailed Council about that. Chuck Ogletree, owner of the Peachtree Professional Building, represented Heritage of Peachtree at the meeting. Fleisch asked if allowing the connection could lead to a proliferation of sewer outside the City limits. Meeker said this connection would be very limited, asking Ogletree where the pump station was located. Ogletree said the pump station was located on his property, and the sewer line would be extended east toward the assisted living center. Meeker noted there was an existing subdivision across the street, and the homes were on septic. Ogletree verified that was correct. Pennington added there would be changes in the regulations relative to septic systems that would go into effect in January, and there were entities concerned they would not meet the new standards. Ogletree said Heritage was continuing with the Step 2 annexation application, and the reality was they would probably be annexed prior to the completion of the sewer connection. Meeker added there would be some cost savings for everyone, including WASA, if they moved forward on the connection at this time rather than waiting for the annexation. Learnard clarified that the request Council was to consider was to give permission for this property to connect with WASA, at their expense. Ernst moved to approve New Agenda item 12-14-04 Consider Request from Peachtree, LLC/Heritage of Peachtree to Connect to Sanitary Sewer System. King seconded. Motion carried unanimously. Council/Staff Topics Pennington reported staff was able to have the City's alternate dredging locations included in the County's Request for Proposal for the Lake Peachtree dredging. The RFP was on the County's website, and proposals were due back by the end of January. Pennington noted staff was closer to getting everything needed for the cart paths for The Gates and Somerby areas to get across SR 74. Four paths were needed. One path would come out of City Council Meeting Minutes December 4,2014 Page 3 the Somerby property and cross Rockaway Road. Rockaway was heavily travelled, and there would be some discussions on the at-grade cart path crossing. Another path would come out from The Gates. The two paths would join together to go across the Recycling Center property to the tunnel under SR 74. The City had purchased the necessary right of way for the tunnel's exit on the Rite Aid tract. He continued that the path's configuration would cut 50 feet off the Recycling Center property, exposing it to SR 74, but there were no other alternatives. In addition, a Zaxby's was scheduled for construction by the Auto Zone. The street plans had been submitted for MacDuff Parkway, Pennington said. Staff had made comments and returned the plans to the developer. Everything should be in taken care of in two weeks on the Wieland side. As for the Scarbrough portion of the area, Pennington said he was not aware if CSX had signed the agreements for the bridge crossing yet. He had spoken to Donna Black of Scarbrough and Rolader, and they were moving expeditiously. The Gates project was commencing with development of phase two. Pennington said staff would present a modified plan for golf carts to cross SR 54 and SR 74 at the next meeting. Staff had been waiting for an implementation policy to come from the Georgia Department of Transportation (GDOT), but there had not been one. There were not many cities in Georgia that understood what golf carts and the paths were about. The state had recommended the City submit a plan to GDOT for review, so staff would take the plan to GDOT in phases. Fleisch asked if the City had received any reports about smelly water in the southern part of the City from the Fayette County Water System. Pennington said the City had not received anything. Fleisch said it would be good to see what the test results were. Pennington said there were incidents/conditions in the Wilshire area reported, but it could happen in the sewer or water system, and could dissipate quickly. Fleisch reminded all the Hometown Holiday celebration was scheduled on Saturday, December 6. She thanked Public Works and Recreation for their efforts. There being no further business, Learnard moved to adjourn the meeting. King seconded. Motion carried unanimously.
