Meeting Minutes
August 4, 2016
7:00 p.m.
The Mayor and City Council of Peachtree City met in regular session on Thursday, August 4, 2016.
Mayor Vanessa Fleisch called the meeting to order at 7:00 p.m. Others attending: Terry Ernst,
Mike King, Kim Learnard, and Phil Prebor.
Announcements, Awards, Special Recognition
Mayor Fleisch recognized Josh Teal of the Fire Department for 10 years of service. Police Sgt.
Chris Hyatt was recognized as Supervisor of the Quarter and his team, Delta Team, was also
recognized for their efforts to help a homeless family find a place to live and the father to find
work. Police Chief Janet Moon provided more details on how the officers assisted the family
with three young children who had been living in their vehicle for over a year. They worked with
community partners to find housing and furniture, buy clothes, get food, repair the vehicle, and
provided new car seats, and took their own children over to play with the family's children.

King moved to approve the July 19, 2016, workshop minutes and the July 21, 2016, regular
meeting minutes as written. Learnard seconded. Motion carried 4-0-1 (Ernst).
Consent Agenda
1. Consider Appointment to Water & Sewerage Authority- Frank Ward
2. Consider Changing Full-time Library Position to Two Part-time Positions
3. Consider Budget Amendment for FY 2016 - Donation from PTC Hockey Association
4. Consider$5 Increase in Supervision Fees for Professional Probation

Learnard moved to approve Consent Agenda items 1 -5 as presented. King seconded. Motion
carried unanimously.
Old Agenda Items
07-16-01 Consider Resolution for Adoption of the FY 2017 Budget
Financial Services Director Paul Salvatore said the budget was ready for adoption. The public
hearing had been held on July 21 . No changes had been made since the public hearing. He
hoped to receive the tax digest from the Tax Commissioner during the next week. He asked
Council to adopt the budget resolution.
King moved to approve Old Agenda Item 07-16-01, the resolution for adoption of the FY 2017
budget. Ernst seconded. Motion carried unanimously.
07-16-07 Consider Findings of Hearing Officer in Ethics Complaint
King left the room for this agenda item. City Attorney Ted Meeker said Council had three
options to consider:
1. Accept the findings and recommendations of the hearing officer;
2. Accept the findings of fact and reject the recommendation, instead substituting its own
discipline; or
3. Reject the findings and recommendations and either:

a) Dismiss the complaint; or b) conduct a hearing to determine alternate findings
and recommendations.
Learnard moved to approve and accept findings of the hearing officer for the ethics complaint
which included a recommendation for dismissal because 1) complaint not timely filed and 2)
complaint unjustified, frivolous, and patently unfounded. Prebor seconded. Motion carried 4-0.
King returned to the meeting.
New Agenda Items
08-16-09 Public Hearing- Peachtree City Comprehensive Plan Update
Planning & Community Developer Director Mike Warrix noted this was the first of two required
public hearings regarding the update to the City's Comprehensive Plan. The process would
begin the day after the meeting. The purpose of this hearing was to announce the City was
undertaking the process, which would result in an updated Comprehensive Plan for the City.
Staff had reached out to the Atlanta Regional Commission (ARC) for help with outreach, data
analysis, and preparing the required elements of the plan. Warrix said the work would be done
over the next eight to nine months.
Allison Duncan of the ARC said the ARC provided technical assistance for updates at no
additional charge to local jurisdictions. She reiterated that this public hearing was to open the
process, provide a broad overview of the process that would be taken, and to share
opportunities for citizen engagement and input. The following schedule was planned:

Duncan continued that a steering committee comprised of local citizens, elected officials, and
other stakeholders from the community would drive the process and provide feedback to craft
the plan. The ARC was more of a facilitator to work with local staff. There were public meetings
built into the schedule to allow for community response. They would look at what was in place
and build on it, keeping an eye on the future, but focusing on the next five years and the actions
that needed implementation to get the City where it wanted to be long term.
Fleisch opened the public hearing. No one spoke for or against the Comprehensive Plan
update. Fleisch closed the public hearing. No action was required on this agenda item.
08-16-10 Public Hearing-Consider Variance to Greenbelt Requirement,
Robinson Road/Hayes Tract
Fleisch noted that staff had requested a continuance to allow time for the submittal of
requested engineering information. Meeker asked Council to continue this item to the August 18
meeting.

King moved to continue New Agenda item 08-16-10 Consider Variance to Greenbelt
Requirement, Robinson Road/Hayes Tract to August 18. Learnard seconded.
Ernst asked if this would be enough time to get the facts needed for Council to consider the
variance request. Meeker said if it was not, then it would be continued until Council got the
facts they needed. Ernst said he did not believe the citizens were interested in hearing this
request until everything was ready.
The motion carried unanimously.
08-16-11 Consider Approval of Agreements - Access Road Maintenance & Stormwater
Detention Wetland Area Maintenance-The Overlook
City Manager Jon Rorie said temporary Certificates of Occupancy had been requested to open
a couple of the stores. Staff had been on site and the Building and Fire Departments had done
their inspections and given their approvals. Staff met on-site with the developers last week, and
follow-up was planned on Monday, August 8. The purpose of the meeting had been to ensure
requirements of the Development Agreement had been met.
The agreements before Council at this meeting were for road maintenance and the wetlands
detention area. Rorie pointed out the agreements were pending legal review, adding the
Meeker was 99% comfortable with the wording, but some tweaking might be required. Meeker
added he had been traveling and had given the documents a quick glance, but he wanted to
give them one last review.
II Rorie said the developers were making significant progress. The landscaping along the wetlands
amenity was currently taking place.
Learnard moved to approve access road maintenance and stormwater detention wetland
area maintenance agreements pending legal review. Prebor seconded. Motion carried
unanimously.
Council/Staff Topics
Learnard thanked staff for finishing the dock at Battery Way, saying it looked great with the
barricades gone. Rorie said staff had been concerned about access to the dock via golf cart,
so the yellow bollards had been put in place then repainted to brown. The swing that had been
installed appeared to be a huge hit.
Rorie reported on the work at Drake Field, saying the water lines had been installed and the
electricity was 90% complete. The bollards were going in for a lighted pathway, and testing of
the electrical piece should occur the next week.
Rorie continued that, after potential alligator sightings had been reported in Lake Peachtree, an
expert had been called to investigate. He was on the lake Monday night, August 1 and found
no evidence of alligators in the lake. However, there was an overabundance of other wildlife in
the lake area that would cause problems. The Georgia Division of Wildlife Resources had made
recommendations for restocking the lake, which Rorie said had plenty of certain types of fish,
but they were looking at adding more sterile grass-eating carp and potentially catfish. They
were not going to move rapidly because of the upcoming work on the spillway. Fayette County
had committed $10,000 to restocking the lake, which staff wanted to collect so the planning
could begin.

There was an overabundance of beavers in Lake Peachtree, and an assessment was needed.
Beavers were a problem throughout the City in the detention ponds because they burrowed
into the dams. Rorie said he would seek recommendations of professional trappers.
The City used to remove geese as a standard practice, but that had been discontinued in 2009-
2010. Now, there were an overabundance of Canada geese everywhere, which created
health problems for the geese and for residents. Staff was working with the Wildlife Resources
Division to look at trapping and removing the geese, which were traveling between Drake Field,
All Children's Playground, and Battery Way.
Rorie continued that significant progress had been made on MacDuff Parkway. The curb and
guttering was in. Rorie anticipated another flyover with the drone. Staff met with the developer
that day, and the progress was continuing. The Planning Commission would review Phases 3
and 4 of Everton on Monday, August 8. The developers planned to re-open Senoia Road by
November 1.
Ernst encouraged residents to watch out for children on the first day of school, Monday, August
8. Speed limits would be in effect in school zones. He added that the new Chick-fil-a would
open August 11.
Rorie said the paving projects would begin by the end of August and should not impact traffic in
the school zones.
Fleisch announced the Peachtree City Little League team had been named state champions
and would play Virginia's state champions the next day in Warner-Robbins. The Police
Department had a wonderful send-off for the team.
Executive Session
Learnard moved to enter executive session for the acquisition of real estate and pending or
threatened litigation at 7:25 p.m. Ernst seconded. Motion carried unanimously.
Learnard moved to reconvene into regular session at 7:37 p.m. King seconded. Motion carried
unanimously.
There being no further business, Learnard moved to adjourn the meeting. King seconded.
Motion carried unanimously.
