Meeting Minutes
March 2, 2017
7:00 p.m.
The Mayor and Council of Peachtree City met in regular session on Thursday, March 2,2017. Mayor
Vanessa Fleisch called the meeting to order at 7:00 p.m. Others attending: Terry Ernst, Mike King,
Kim Learnard, and Phil Prebor.
Announcements, Awards, Special Recognition
Mayor Fleisch recognized Chad Matheny and Andy Lee of the Fire Department for 20 years of
service. American Legion Post 50 Commander Jose Cuevos and Past Commander Wayne Fowler
recognized Police Officer Adam Pendleton as Post 50's Law Enforcement Officer of the Year and
Fire Lt. Will Harbin as Firefighter of the Year. Cuevos and Fowler announced that Pendleton had
placed second in the District (state) Law Enforcement of the Year and Harbin earned honors as
the state's Firefighter of Year.
Public Comment
Evan Martin, Christy Daniels, and Juanita Herrera addressed Council regarding a spot redistricting
planned by the Board of Education. Approximately 32 students from Sawmill Trace and Sandown
Creek subdivisions who presently attended Huddleston Elementary School would be moved to
Oak Grove Elementary School in an effort to relieve overcrowding at Huddleston, as well as Booth
Middle School and McIntosh High School. Those students would later attend Rising Starr Middle
School and Starr's Mill High School. The speakers said they purchased their homes because of the
school attendance area, noting that Oak Grove and the Starr's Mill complex were located further
away,which would prohibit walking or riding bicycles to school. The speakers noted they lived in
established neighborhoods,asking why long-time residents were being pushed aside to make way
for new development on the City's west side, pointing out the homes had not yet been built.
Agenda Changes
Ernst noted that the address in New Agenda item 13-17-01 Consider Emergency Stormwater Pipe
Rehabilitation, 201 Journeys End-Utility Asset Management, Inc.was incorrect. He asked that the
agenda item be changed from 201 Journey's End to 410 Journey's End.

King moved to approve the February 16, 2017, regular meeting minutes. Ernst seconded. Motion
carried unanimously.
Consent Agenda

2. Consider Surplus of Vehicles & Lease of Vehicles to Keep Peachtree City Beautiful

Learnard moved to approve Consent Agenda items 1, 2, 3, and 4. Prebor seconded. Motion
carried unanimously.
New Agenda Items
03-17-01 Consider Emergency Stormwater Pipe Rehabilitation, 201-410 Journeys End -Utility
Asset Management, Inc.

Stormwater Manager Mike Madison asked Council to approve the low bid of $54,204 from Utility
Asset Management, Inc. Madison noted funds were budgeted in the Stormwater Utility's
Contractual Services Account.
The emergency repair was necessary due to a large sinkhole in the front yard of the property that
was located 10 - 12 feet from the house's foundation. The sinkhole was due to a structurally
degraded 36-inch storm drainage pipe that ran through the front and side yard of the property.
Learnard moved to approve the bid for the emergency stormwater pipe rehabilitation from Utility
Asset Management, Inc., in the amount of$54,204 as presented. Ernst seconded. Motion carried
unanimously.
03-17-02 Consider Resolution of Opposition to SB 116 Prohibiting County/Municipal
Assessment of Stormwater Utility Fees on Water-Neutral Properties
City Attorney Ted Meeker said there were currently two stormwater bills pending in the General
Assembly, and one did not apply to the City's stormwater utility (requirement that the fees not be
reflected in tax bills). Meeker noted the City had always billed separately.
The second bill [Senate Bill (SB) 1 16] would allow developments built in accordance with state
standards to be exempted from stormwater fees going forward. Meeker said it was important for
the City to let the General Assembly know their opposition to this bill. The main reason was the
continued maintenance and repair costs for the development's system would be ongoing. The
fees collected by the facility were not used just for repairs on-site. The fees were also used to
maintain the overall stormwater collection system in the City.
Learnard asked who sponsored the bill. Madison said the bill was written by Senators Ginn,
Williams, Shaffer, Jeffords, and others.
Fleisch said she understood the bill had died. City Manager Jon Rorie said staff had not been able
to confirm that, and he urged Council to move forward with the resolution.
Meeker said the Georgia Municipal Association (GMA) had alerted its members approximately
one and one-half weeks prior to the meeting, and the resolution was prepared for this agenda.
Prebor asked the motivation for the bill and how the municipalities represented by the bill's authors
dealt with stormwater. Meeker said he did not know. The bill would seem to benefit certain new
developments at the expense of the older developments.
Ernst asked whether new developments currently under construction in the City would be affected
if the legislation passed. Meeker said it would affect any development that came after the bill
was passed. King asked if other cities were voicing the same objection. Rorie said GMA had
come out against the legislation.
King moved to approve New Agenda item 03-17-02, the Resolution of Opposition to SB 116
Prohibiting County/Municipal Assessment of Stormwater Utility Fees on Water-Neutral Properties.
Prebor seconded. Motion carried unanimously.
Council/Staff Topics
Rorie reminded Council that an information session would be held on Saturday, March 4, 10:00
a.m., in Council Chambers on the City's project list for Special Purpose Local Option Sales Tax
(SPLOST) referendum scheduled March 21. He hoped there would be a large turnout.

Executive Session
Meeker said there were no items for executive session.
There being no further business, Learnard moved to adjourn. King seconded. Motion carried
unanimously. The meeting adjourned at 7:32 p.m.
