HomeMy WebLinkAbout07-11-2017 special called meeting City Council of Peachtree City Special Called Meeting Minutes July 11, 2017 6:30 p.m. The Mayor and Council of Peachtree City met in a special called meeting on Tuesday, July 11, 2017. Mayor Vanessa Fleisch called the meeting to order at 6:30 p.m. Others attending: Terry Ernst, Mike King, and Phil Prebor. Kim Learnard arrived at 6:37 p.m.,just after the FY 2018 budget workshop began. Consent Agenda 1. Consider Lease Agreement with Southern Conservation Trust(SCT) 2. Consider Adoption of Comprehensive Plan King moved to approve Consent Agenda items 1 and 2. Ernst seconded. Motion carried unanimously. New Agenda Items 07-17-01 Consider Council Resolution and Declaration of Taking for Temporary Construction Easement from Walmart Real Estate Trust for SR 54 at Planterra Way Intersection Improvements City Attorney Ted Meeker said the information in the agenda packet was fairly self-explanatory, adding that City Engineer Dave Borkowski's notes on acquiring the easement went back to February 2016. The intersection improvements had gone out to bid, and Council would consider the bid at its first meeting in August. Time was running out. Staff would continue to reach out to Walmart's attorneys before filing the Declaration of Taking, but staff wanted to be able to move forward if needed. He explained the City was not taking the property permanently, but only as a temporary construction easement so the work on the intersection could be done. After the work was done, the property would be restored and the easement rights would expire six months after the date the Declaration of Taking was filed. Prebor asked if Home Depot was also involved. Meeker said the dialogue was going better with Home Depot, and Meeker said they might have the final version of the temporary construction easement for Home Depot. Home Depot had been sent a change the day prior to the meeting, and Meeker hoped they would be in agreement. If not, Council might have to address a similar process at the July 20 meeting. Fleisch asked if Walmart knew the legal action could be coming. Meeker said he had been clear with the Walmart agent he had been working with that time was running out. A deadline of June 30 had been set. Meeker added that he and City Manager Jon Rorie decided to prepare the paperwork for Council's consideration in the event it was needed. Staff would be reaching out to Walmart again. King moved to approve New Agenda Item 07-07-01, the Council resolution and declaration of taking for temporary construction easement from Walmart Real Estate Trust for SR 54 at Planterra Way intersection improvements. Prebor seconded. Motion carried unanimously. 07-17-02 Consider Bids for Stormwater Pipe Rehabilitation- Pipe Group A (Enviro Trenchless, LLC) and Pipe Group B (Utility Asset Management) Stormwater Manager Mike Madison addressed Council, asking Council to award the bid for Pipe Group A to Enviro Trenchless, LLC, for the unit cost base bid of $312,727. In addition, Madison asked Council to approve $150,000 for lining of some additional pipes. The total for Pipe Group A would be $462,727. City Council Minutes July 11, 2017, Special Called Meeting Page 2 Madison asked Council to approve the bid from Utility Asset Management for Pipe Group B for the base bid amount of $364,690, plus an additional $100,000 to add more pipe footage to the contract. The total for this project would be $464,690. Ernst moved to approve the recommendations for Pipe Group A and Pipe Group B as noted on the agenda item. King seconded. Motion carried unanimously.
