Tech. n r . r' ,...., , ' t , AIRPORT AUTHORITY Regu I ar Meet i ng October 14, 1986 The meeting was cal led to order Ralph McDaniel, Blaine Price, Chairman David Good. at 7:00 PM. Members present were Viki Brigham, Robert Desch, and NEW BUISINESS - Gary Varga (Wilber Smith & Associates - consultants) presented an update of the overview of the Airport Master Plan. He explained that the Plan Is based on current conditions and projections for the year 2006. This would facil itate one end to be used for visual landings while the opposite approach would be instrument landings only. Two hundred forty-two (242) acres wil I be needed to satisfy the development necessary for the next twenty (20) years. Ful I I ighting is also projected, with a local izer being Installed in the future. -- i f Mr. Varga explained that the airport zoning ordinance would be to protect the publ Ie's investment, as it wil I control the approach zones on properties near the airport. He also mentioned that according to the Land Use Plan the airport is abutting Lake r-: Airport Authority Regular Meeting October 14, 1986 Page Two Mcintosh (future), open space, and the industrial park. Not only does this purposefully contain the growth, but also helps to contain the noise impact factor away from the residential areas of Peachtree City. David Good questioned if the NDB could be contained on the airport property, and not 5 or 6 miles away, as the Authority Is not interested in acquiring any additional land. Mr Varga repl led that it certainly can be self-contained, and used as the outer marker. ,.-., ~ r \' Jil I Pattis, Rockspray resident, questioned what subdivisions would be affected by the noise impact. Gene Thomas responed that with the shift in the runway site landings and take-offs wil I be accompl ished mostly over Lake Mcintosh (future) and industrial areas, and the I ine of fl ight wil I be less over Peachtree City than it is currently. Ms. Pattls also questioned the projected size of Falcon Field as compared to airports currently in exlstance. Gary Varga listed Owens FIeld (Columbia, SC), Rock Hil I (SC), Greenvil Ie (SC), Mil ledgevil Ie, and Gwinnett County airports as comparable sizes. He stated that it definately wll I not be in the category of Peachtree DeKalb or Charley Brown Field in Fulton County. David Good was questioned on why there would be such a long wait before getting a local izer. He explained that due to priorities and funding, this purchase would have to be delayed; that the NDB would cost approximately $15,000 plus the cost of one acre of land, while the local izer would cost $100,000 to $150,000. Gary Varga listed the fol lowing estimated timetable of events In the airport acquisition: November 10, 1986 Master Plan completed and submitted to FAA for formal acceptance review November 17, 1986 Draft Environmental Assessment December 22, 1986 Publ ic Hearings regarding Environmental Assessment January 19, 1987 Assessment ready for Submittal to FAA January 19, 1987 Land Acquisition - , i Airport Authority Regular Meeting October 14, 1986 Page Three Gary Varga stated that through governmental assistance, 90% of this project cost can be covered, 10% to be paid for by state and local funding. grants and leaving only Vikl Brigham questioned the representatives present from PCDC (current owners of Falcon Field) as to their opinion of the Master Plan. Doug Mitchel I repl led that some of the clear zones would have to be looked at in relation to nearby development. He felt that In general the plan looks basically good; however, it would Involve some height restrictions and noise Impact on the future research and development park which must be assessed. Barry Amos, City Engineer and City Co-ordinator with the Airport Authority, described the up-coming Airport Noise and Land Use Planning workshop to be held In November 10-14, 1986, In Atlanta, which he wll I be attending. Gary Varga stated that, in his opinion, this Is the best program currently being offered In the country. Blaine Price and Vikl Brigham both expressed some interest In attending, David Good made the motion to approve funding for two Airport Authority members to attend the program. Robert Desch seconded.
