12-30-1986 Regular Meeting n i.- t Airport Authority Meeting December 30, 1986 Minutes of December II, 1986 and February 20, 1986 minutes were reconsidered. A motion was made by V. Brigham to accept minutes as written. B. Price seconded, motion carried unanimously. Pub I ic Hearl ng A publ ic hearing on the draft Environmental Assessment was held. Verbatum transcript of this publ ic hearing wil I be a portion of the environmental assessment. Consideration for archeological and biological surveys was submitted by Wilbur Smith. Mr. Smith stated that an archeological survey is required by the Environmental Accessment. Mr. Smith cal led the FAA and was advised to have surveys done with the cost being reimbursable. V. Brigham questioned the problems of finding rare or endangered birds and of digging up family cemeteries prevelant to this area. If any rare animals are found, they would be relocated. Mr. Smith stated there has to be an effort made to find next of kin for disinterment, or go through legal process to disinter. An association of university professors from Athens wil I do archeological flora and fauna. General discussion was held on Wilbur Smith's proposed surveys and the pre-appl ication. Present funding shows approximately $9,000 dollars remaining. The City Council may provide additional funds, however, the Authority has not been advanced any nor has requested any. A question was raised if Authority should ask the City for funds with the current balance. It was decided that the Authority could ask for a reimbursement of funds expended as a lump sum since the majority of the funds wil I be committed in early 1987 and then the Authority would not have to go back to City Council during the year for additional funds. Brigham made motion to recommend Good for reappointment. Desch questioned selection process, Good stated Council has to approve decision. Good and Desch abstained from voting, al I others voted aye and motion carried. Page 2 Airport Authority Meeting Review of financial statement Charter requires annual review to be completed within 60 days after the fiscal year ends, copy of this review to be filed by state auditor. McDaniel recommended Price prepare review papers and that Harwick & Harwick does the report. Price made motion for the Authority to approve his working with Harwick & Harwick in preparing a review statement for December 31, 1985 and 1986, not to exceed a I imlt of $300/per year for each fiscal year end. Good seconded, motion carried unanimously. Next meeting wil I be January 21, 1987, at 7:00 PM for review of preappl ication documents. Being no further business, meeting was adjourned.
