Those members present were D. Good, R. McDaniel, R. Desch and V. Brigham and attorney, Mr. Doug Warner MINUTES The minutes of the meeting of December 30, 1986 were reviewed. A motion was made by R. Desch, seconded by R. McDaniel to approve the minutes as submitted. Motion carried unanimously. ,..., r i I i SELECTION OF CHAIRMAN & SECRETARY/TREASURER FOR 1987 A motion was made by R. Desch to nominate D. Good for the position of Chairman to the Airport Authority. This motion was seconded by V. Brigham and was unanimously approved with D. Good abstaining. A motion was made by V. Brigham to nominate B. Price for the position of Secretary/Treasurer. This motion was seconded by R. Desch and was unanimously approved. AIRPORT MASTER PLAN The Airport Master Plan was presented to the FAA on March 19, 1987 and to the state on April 3, 1987 for their approval. Chairman Good Administration, Master Pian. presented stamped, a letter from the Federal Aviation accepted and signed for the Airport !""'"' Chairman Good sent a letter dated March 20, 1987 to the FAA stating that he bel ieved that the Airport Authority wil I accept the plan as submitted, and that the contract with Wilber Smith and Associates relative to the preparation of the plan had been completed. Mr. Charles Prouty, the Deputy Administrator for the FAA, cal led Chairman Good and Wilber Smith and asked if they would certify that the work had been completed In order to close out their operating period and get this grant off their books. This has been done and a final check has been received from this grant. \.". Steve Smith, Gary Varga, and Chairman Good presented the plan to Sam Austin, Howard Robinson and Charles Prouty of the FAA. Sam Austin stated that this plan was the nicest, most complete package that they have yet had presented to them. A meeting was held on April 10, 1987 to present the Master Plan to Mr. Luke Cousins and Mr. Ray Fletcher of the GA D.O.T. by Wilber Smith and Associates and Chairman Good. Ray Fletcher made very similar comments about how complete this Master Plan was. The State accepted the plan as submitted. A motion was made by V. Brigham, seconded by R. the Falcon Field Airport Master Plan dated March submitted. Motion carried unanimously. Desch to adopt 19, 1987 as Airport Authority Apri I 15, 1987 Page 3 ENVIRONMENTAL ASSESSMENT The Authority has received two (2) copies of documents, one titled "Survey of Protected Species" of the proposed airport expansion, and one titled "Cultural Resource Survey" of the proposed airport expansion. They also received a letter from Southeastern Archeological Services which summarized the two documents. The survey found two prehistoric archeological sites that are of some significance to Georgia's past. They recommended that it be made eligible to the National Register of Historic Places at the local level of interest. It was their recommendation to avoid both archeological sites so that they may be preserved for future study. If this Is not possible, then mitigation through a data recovery program would be recommended. The total cost for this data recovery program would cost approximately $30,000 to $40,000, and the field work phase should take about three to four weeks. The "Survey of Protected Species" showed there was no protected species in the area. Chairman Good said that no action needed to be taken at this time, but to be aware that the data recovery program would have to be done at some time during the future planning. V. Brigham suggested that when this recovery program has been completed, to turn over the finding to the new Peachtree City Library History Room. Chairman Good concurred but told the Authority that the findings are now being sent to the University of Georgia because of their facil itles to hold and display this type of material, but that something could be worked out with the City In order to do this. He also told the Authority that some of the archeological findings have been found to date back to 10,000 B.C. Airport Authority Apr il 15, 1987 Page 4 REDEVELOPMENT GRANT APPLICATION On March 4, to the FAA. the November 1987 the paperwork for the next grant was submitted This grant wil I provide for the items discussed in meeting with a few changes made. EXECUTiVE SESSION At this time, Chairman Good requested that they adjourn for an exective session. No action was taken during executive session. Chairman Good reconvened the meeting. A motion was made by R. McDaniel to use funds from the Airport Authority to fly the Authority to Washington D.C. to meet with Senator Newt Gingrich. The purpose for the meeting with Senator Gingrich is to request his assistance in obtaining funding for Falcon Field. This motion was seconded by R. Desch and passed unanimously. PENDING LEGISLATION A memo was received from Wilber Smith and Associates outl ining the pending Airport funding legislation. Chairman Good said that they would be relying heavily on Wilber Smith and Associates for guidance with the pending legislation requirements. AIrport Authority Apri I 15, 1987 Page 5 MISCELLANEOUS A letter from Aerospec was read by Doug Warner, attorney for the AIrport Authority. The letter stated that Aerospec has access rights to the entire Airport and would have to be negotIated with a three party agreement between the AIrport Authority, Aerospec and Equitable Life, but Mr. Warner did not feel there would be any problem with that. Attorney, Doug Warner said he made up a draft for a resolution to present to the City Council for insurance under the self insurance program that the City has for the Airport Authority members. Chairman Good said he would present this resolution to the City Council for their review. R. Desch commended Chairman Good on al I the time and work he has done to benefit the Authority.
