11-03-1993 Regular Meeting - PEACHTREE CITY AIRPORT AUTHORITY MINUTES OF MEETING November 3, 1993 The regular meeting of the Peachtree City Airport Authority was held in the City Hall Council Chambers on November 3, 1993, at 7 p.m. Those present were: Chairman David M. Good; Members Michael E. Amos, Vivian R. Brigham and Robert B. Patterson; Airport Manager James H. Savage; Authority Attorney Douglas B. Warner; Recording Secretary Shirley R. Comer; and City Engineer Barry Amos. Member John W. Dennis was absent. I. ANNOUNCEMENTS None. II. ADDITIONAL AGENDA ITEMS None. III. APPROVAL OF MINUTES ,,-. A motion to approve the minutes of the October 6, 1993 Authority meeting as submitted was made by Mr. Patterson and seconded by Ms. Brigham. The motion passed unanimously. IV. REPORTS Airport Manager: Mr. Savage briefed the Authority on the following issues: 1. Mr. Savage and Ms. Comer have distributed over 350 copies of the airport information brochure produced by Ms. Brigham, to aircraft owners in the South Metro Atlanta area. A couple of inquiries regarding tie-down and hangar space availability have resulted. One new tenant will move in on December 1 and another has expressed interest in building two hangars. 2. The back course approach to runway 13 has been declared flight-worthy once again by the FAA. Apparently during the original certification flight check by the FAA, certain required checks were not performed. Those checks were made on October 12, and the approach has been restored to operation without restrictions. ~ I 1 ""..,." 5 . ~ 3. During the completion of the final "punch list" of open items for Airport Improvement Program (AlP) 05/08, it was agreed that the cleaning of seal-coat over-spray that impinged on the T-hangar and Port-a-ports would be performed by Mr. Bob Gray of the Authority's staff, in exchange for painting of the "T's" that mark each tie- down spot on the ramp, by the contractor. This was performed on October 14, and was a good swap for the Authority. 4. The final inspections for AlP projects 05/08, 06, and 07 were held on October 20. Other than a couple of minor items found by the FAA, the inspections went well and both the FAA and state DOT accepted the work as completed. "As-built" drawing of the projects will be available from Wilbur Smith and Associates soon and Project Engineer Ed Doyle will have the necessary certification forms completed next week so that we claim some $10,000 in retained monies from the State DOT. Mr. Savage described his recent meeting with John Boothby, Executive Director of the Fayette County Development Authority and Mr. Tate Godfrey of Peachtree City Development Corp., at which they continued discussions of methods for cooperative efforts to attract industry and trade to Falcon Field and Fayette County. Mr. Godfrey is seeking funds from PCDC to upgrade the signage for the Airport Business park and would like to work with the other two organizations and Hunting Aircraft, Inc. to develop a multifaceted marketing strategy. Mr. Savage will report back to the Authority when the ideas are more finalized. 6. Mr. Savage requested approval from the Authority to attend a Airport Operations Management three day course to be held at the Atlanta Airport Hilton on November 15-17. The cost is $495 and funding could come from the un-budgeted $10,000 from the State DOT. Mr. Michael Amos and Chairman Good agreed that it is a worthwhile course and with no objections from the other members, agreed to handle the cost administratively. V. OLD AGENDA ITEMS None. - 2 VI. NEW AGENDA ITEMS ~ 93-11-01 Hear report of Authority trip to meet with Georgia Congressional Delegates. Mr. Michael Amos briefed the Authority on the recent trip to Washington, DC, by himself, CY,airman Good, Mr. Savage and Mr. Steve Smith of Wilbur Smith and Associates. The group met with Congressman Mac Collins and staff, Mr. Ellis Ohnstad of the FAA and the staffs of Senators Coverdell and Nunn. The purpose of the visit was to seek support for changes in the FAA AlP program authorization that would permit AlP funding of terminal facilities at reliever airports such as Peachtree City-Falcon Field (FFC). A second issue discussed was the situation that exists at FFC and many other airports that have Automatic Surface Observing Systems (ASOS) installed that only work in a test mode. This $100,000+ system was suppose to be operational by October of this year but because of insufficient funding, the FAA may not be able to make them usable until sometime in 1995. ~ All parties visited were supportive of the Authority's position on these subjects and agreed to work on our behalf to solve the problems. Mr. Amos will report back to the Authority on future developments. No action was taken by the Authority on this item. VII. EXECUTIVE SESSION None.
