09-07-1994 Regular Meeting ,.... k , PEACHTR~E CITY AIRPORT AUTHORITY MINUTES OF MEETING September 7, 1994 The regular meeting of the Peachtree City Airport Authority was held in the City Hall Council Chambers on September 7, 1994, at 7 p.m. Those present were: Chairman David M. Good; Members Vivian R. Brigham, Michael E. Amos, Robert B. Patterson and Daniel E. Carr; Airport Manager ~ames H. Savage; Authority Attorney Douglas B. Warner and Recording Secretary Shirley R. Comer. I. ANNOUNCEMENTS Ms. Brigham announced to the public and media representatives present, that the traveling exhibit that was prepared by the Authority from native Indian artifacts found on Peachtree City-Falcon Field Airport during runway construction, is available for use by schools and civic organizations free of charge. please contact Ms. Brigham at 487-9486 to schedule use of the exhibit. ,.... II. ADDITIONAL AGENDA ITEMS None. III. APPROVAL OF MINUTES A motion to approve the minutes of the August 10, 1994 Authority meeting as presented was made by Ms. Brigham and seconded by Mr. Patterson. The motion passed unanimously. IV. REPORTS Airport Manager: Mr. Savage briefed the Authority on the following issues: 1 . Mr. Savage has had several meetings with Mr. Gary Rower to discuss and refine the ground lease document presented at a recent Authority meeting. This has resulted in Draft 4 being prepared which mostly involves language issues, not items of financial substance. Work on the document should be completed soon. Work to date has involved some 30 man-hours of labor. ~ 1 ~ 4. -- 2. Airport Maintenance Technician, Bob Gray designed a replacement grate for the storm water drop inlet located on the north end of the airport. Drawdy's Machine Works of Tyrone fabricated the cage-like device for $180.00. The original estimate to correct the problem from Wilbur Smith and Associates, which included replacing the pipe, drop inlet, re-grading and re-grassing the area, was $10,000. Mr. Gray's fix will, as a minimum, double the flow through the surface inlet and should prevent any reoccurrence of the ponding that flooded the localizer antenna during the July 4, tropical storm. 3. On September 1, Mr. Bill Blackwell of the Georgia Emergency Mana~ement Agency (GEMA) presented Chairman Good with a check for $21,534.75. This represents. 87.5 % of the funds eligible for reimbursement, for the damages sustained on the airport during tropical storm "Alberto" on July 4. The remaining 12.5% ($2974.50) should be in the Authority's hands by September 12. The Federal Emergency Management Agency (FEMA) provided 75% of the grant and the State of Georgia provided the remaining 25% through GEMA. TOday, Mr. Savage met with Gary Laggis of Reese Insurance Agency to complete the necessary paper work to insure the airport's property under the City of Peachtree City's policy. The document outlining this agreement between parties has been executed by Chairman Good and Mayor Lenox of the City. Under this plan, the savings to the Authority will amount to $2,954 per year. V. OLD AGENDA ITEMS None VI. NEW AGENDA ITEMS 94-09-01 Consider budget proposal for the first six months of FY 1995. Mr. Savage presented the operating budget for the first six months of FY 1995 and after discussion, a motion to approve the budget as presented was a ~ made by Mr. Patterson and seconded by Mr. Carr. The motion passed unanimously. A copy of the approved budget is attached and made a part of these minutes. 2 -. 94-09-02 Consider renewal of contract with MilerTronics to maintain airport navigation equipment. A motion to renew the contract with MilerTronics to provide maintenance for the airport's navigational equipment, as presented, was made by Ms. Brigham and seconded by Chairman Good. The motion passed unanimously. VII. EXECUTIVE SESSION At 7:29 p.m. a motion to recess and reconvene in Executive Session to discuss personnel matters, possible lawsuits and land acquisition was made by Chairman Good and seconded by Ms. Brigham. The motion passed unanimously. -, A motion was made by Mr. Carr and seconded by Mr. Amos that after careful consideration of the request by Oakview Construction for interest payments of $2,500 to $3,000, as compensation for the delay in payment of the final pay request for Airport Improvement Project AlP 08, be denied. The motion passed with Members Patterson, Amos and Carr voting in favor and Chairman Good and Member Brigham voting against. Mr. Carr requested that a letter to Oakview construction stating the reasons for denial include: * Requests by the Authority to the FAA for funding of such interest were denied due to federal rules that prohibit payment of interest on construction projects. * The contract between the Authority and Oakview does not provide for interest charges on delayed construction payments. * It was understood by all parties, that due to the scope and size of the contract, the Authority's ability to make timely construction payments to Oakview was contingent upon receipt of federal funds. * The delay in federal funding was not of the Authority's making, but was caused by a delay in Congressional approval of the Airport Improvement Program for 1994. * The Authority opera~es as a public trust and therefore the expenditure of public funds for items not specifically authorized, regardless of any possible moral obligations to the contrary, is prohibited. """""""'" 3 - A motion was made by Mr. Carr and seconded by Mr. Amos that the following salary increases be effective the first pay period after the Authority's credit line has been paid in full: Employees Shirley R. Comer and Robert B. Gray shall receive a seven percent (7%) hourly raise and Airport Manager James H. Savage will receive a four percent (4%) salary increase in addition to a Two Thousand Five Hundred Dollar ($2,500.) bonus. The motion passed unanimously. Mr. Savage was also requested to solicit quotes for a health insurance package with benefits similar to those of city employees. At 8:25 p.m. a motion to adjourn was seconded by Ms. Brigham.
