03-11-1995 Special Called Meeting ._._.._-~~.__._._~------~.~"..;..... ..... .... ................- ......,.., . -~-_."..___..~_....~-----------'---_~~._c:..~._.:_ PEACHTREE CITY AIRPORT AUTHORITY MINUTES OF MEETING March 11,1995 A special called meeting of the Peachtree City Airport Authority was held at the "Gathering place" adjacent to the McIntosh Amphitheater, 201 McIntosh Trail on March 11, 1995, at 10:00 a.m. Those present were: Chairman David M. Good; Members Michael E. Amos, Daniel E. Carr, Robert B. Patterson and Vivian R. Brigham; Airport Manager James H. Savage; the Peachtree City Mayor and Council, and City Staff. I. AGENDA The purpose of the meeting was to brief the Mayor and Council on airport activities for the past year and discuss future plans. The meeting took place during the Mayor and Council's annual "retreat" at which they perform an in depth review of City related activities. Chairman Good used the attached agenda as a briefing guide for these discussions. ".-., ~ Following the presentation on the Aviation Center, the Mayor and Council indicated a willingness to increase the current two per cent Hotel/Motel room tax to three per cent, with two per cent going to the Development Authority of Peachtree City and the remaining one per cent to be used by the Airport Authority for Aviation Center and airport development. Formal action by the City Council on this issue will follow a meeting with managers of the hotels affected. There were no formal actions taken by the Authority during this meeting. There being no further business to consider, at 11 :30 a.m. a motion to adjourn was made by Mr. Patterson and seconded by Ms. Brigham. The motion passed unanimously. \uwtW Attested by: ~ David M. Good, Chairman ~ f .- , ,.-, CITY COUNCIL BRIEFING AGENDA BY THE PEACHTREE CITY AIRPORT AUTHORITY MARCH 11, 1995 1. Airport operations and Major Events - 1994 a) Stevens Aviation acquisition of Hunting Aircraft operation was completed in March. Stevens' revenue payments to the Authority for 1995 reflect an estimated 18.5% increase over 1994, to $293,312. b) National Weather Service opened their new WeatherjWater Forecast Office in April, 1994. The NEXRAD and weather balloon launch facilities are now fully operational. ASOS now slated to be commissioned by fall of 1995, according to Congressman Collins' office. c) Airport picnic Park opened in May of 1994. Thanks to playground equipment donated by the City and efforts of Bob Gray of Authority staff. Authority planning picnic on June 7, for airport tenants and public. Mayor and Council are invited. "..., d) Tropical storm Alberto did some $25,000 worth of damage to the instrument approach system and security fencing on July 4/5, 1994. FEMA and GEMA were most helpful in providing funding for repairs. LOC & DME were out of service for only 14 days. e) Confederate Air Force held their second annual fly-in and static display in July. They are currently making plans for the third annual event, now planned for uune 17th, and are working to get a B-17 and other exotic aircraft for tours and demonstrations. f) The Authority is soliciting deposits from potential tenants to build a new 14 bay T-hangar. We currently have 11 pre-leased. g) New airport tenant, Senoia Aircraft, Inc. specializing in single and twin engine aircraft sales. Office is in the Toy Box Building across from Authority's office. ~ t' h) Attached copy of current Authority Operating Budget and Cash Flow Summary. , ~ 2. Aviation Center Proposals and Plans a) Handout sketches and floor plan. b) Brief description of plans c) Preliminary cost estimates: (1) Public area and common infrastructure (2) FBO space (3) Restaurant area (4) PCAA space (5) Leasable space d) Financing options. 3. Requests for additional aircraft parking apron funding. a) F~.A funding for reliever airports reduced. -, b) FAA ADO says that if PCAA comes forward with major plan for locally financed project, they will work to provide funds for additional apron from discretionary funds. , f; c) State DOT has indicated that they will provide up to onejhalf of the funding for parking apron and taxiway for new T-hangar.
