PEACHTREE CITY AIRPORT AUTHORITY MINUTES OF MEETING July 5, 1995 The regular meeting of the Peachtree City Airport Authority was held in the City Hall Council Chambers on July 5, 1995, at 7 p.m. Those present were: Chairman David M. Good; Members Michael E. Amos, Robert B. Patterson, Daniel E. Carr; Airport Manager James H. Savage; Authority Attorney Douglas B. Warner; and Recording Secretary Shirley R. Comer. Member Vivian R. Brigham was absent. I. ANNOUNCEMENTS None. II. ADDITIONAL AGENDA ITEMS ,-., Chairman Good asked to add an agenda item by Sallie Satterthwaite to consider Authority support for a concept to provide commuter rail service to Atlanta Hartsfield Airport and downtown Atlanta. Hearing no objection, he added the item as 95-07-04. III. APPROVAL OF MINUTES A motion to approve the minutes of the May 3, 1995, Authority meeting as presented was made by Mr. Patterson and seconded by Mr. Carr. The motion passed unanimously. There was no regular meeting in the month of June, 1995. IV. REPORTS Airport Manager: Mr. Savage briefed the Authority on the following issues: 1 . On May 12, the Emergency Operations Manual was completed and copies were distributed to airport tenants and operators. On June 21, with a thunderstorm over the airport, a minor incident occurred when a UC16 Albatross had a brake lock-up and became disabled on the runway. Ms. Comer followed information provided in the manual and was able to take action accordingly. At its first revision, the abnormal section will be revised to address a problem of busy phone lines to Macon Flight Service, by adding an additional step to contact Atlanta Approach Control instead. ,-., 1 ~ ,..., 2. Mr. Savage reported that the fence repairs required as a result of the damage caused by the May 15, storm were now completed and the total cost paid to D. J. Fencing was $1,850.00. 3. The May 15th storm also put the NDB out of service. Repairs to the Non-Directional Beacon were completed on May 21. Lightning from the storm caused damage to several circuit boards, which were replaced with spare boards. Technician George Miler has repaired the damaged boards at a cost of $100.80, which will be returned as spares. 4. Ms. Brigham and Mr. Savage reported that the two survey forms mailed and returned to the Mayor's Airport Master Planning, Design and Development Committee are being tabulated. The surveys were distributed to both the citizens of Peachtree City and to business and aircraft owners located in the southwest Atlanta metropolitan area. Once the information is tabulated, the committee will then provide comments and recommendations to the Authority to aid in the promotion and development of Peachtree City-Falcon Field Airport. The committee meets again on August 3. To date, the Authority has spent $375.00 in support of this committee. 5. Chairman Good, Member Mike Amos and Mr. Savage met with Kurt Herwald, lain Glendinning and Mr. Christian Sasfai all of stevens Aviation on Friday June 9, to discuss the new Aviation Center lease. Proposals have been exchanged and negotiations are expected to be completed soon. 6. On June 10, the annual EAA International Young Eagles Rally was held at the airport by local Experimental Aircraft Association members. The very popular program, which is coordinated locally by Charles and Deeva Boleman, provided over 60 children with their first flight in a small aircraft. Over the last two years, some 12 or 13 local pilots have supported the program by providing their time and aircraft for the event at no cost to the children. 7. On June 28, the long awaited ASOS weather reporting system was to have been commissioned, but further communication problems with the National Weather Service's computer system still exist. The NWS has indicated that problems should be corrected by mid July. Perhaps. 2 ,-, 8. On June 17, the Confederate Air Force held their annual Fly-In and Static Display. Although both aircraft traffic and public visitor traffic were lighter than last year, the event was still considered a success by members of the CAF. In addition to several WWII "War Birds" on display, two active military aircraft were available for the public to tour and touch. A C-130 belonging to the USAF Reserve Unit at Dobbins' and a US Marine Corp "Cobra" helicopter were presented by their crews. Our thanks to both units. 9. On June 23, Peachtree City Holdings LLC. began a logging operation on some 50 acres of industrial land located on the SW boundary of the airport. - Mr. Savage believes that the removal of these trees may help dampen navigational course roughness on the LOC approach to runway 31 and will also provide easier access to the back side of the fence. This will permit Airport Maintenance Technician Bob Gray to control the growth of weeds along the fence and to help prevent future storms from blowing trees across the fence. 10. Mr. Savage reported that he has had several conversations with potential restaurant operators but there have been no firm proposals to date. 11. Mr. Savage met with Gary Blackstone, the new Director of Operations at Stevens Aviation. He has assumed the responsibilities of FBO manager as well as other operational duties, since Greg King's departure. Mr. King is now flying for World Changers Inc. who owns two aircraft based at the airport, including one Lear jet. 12. On June 29, another electrical storm caused a voltage spike which in turn caused several runway lights and PAPI lights to fail. A control board for the ODALS approach light system was damaged as well in the #1 approach light assembly. The damaged units have been sent for repairs, which is estimated to be $650.00. 13. Mr. Savage reported that the Authority has received a letter of "tentative allocation" from the Federal Aviation Administration for construction of the new apron area adjacent to the Aviation Center. The "TA" was in the amount of $492,441.00. ~ 3 r- , 14. On July 3, Mr. Savage received an inquiry from a travel agent who is interested in booking charter flights during the 1996 Olympics. The flights would consist of 2 trips per day from Hilton Head, S.C. to Falcon Field. This may be the first of many such requests for that period. r V. OLD AGENDA ITEMS None. VI. NEW AGENDA ITEMS 95-07-01 Consider disposition of surplus computer equipment. Due to its estimated value of less than $500, the Members consented to the Chairman's recommendation to allow the Airport Manager to handle the disposition of the equipment administratively. -, 95-07-02 Consider Supplemental Agreement #12, with Wilbur Smith and Associates. 95-07-03 Consider Supplemental Agreement #13, with Wilbur Smith and Associates. After a ten minute summary of the contents of both supplemental agreements by Steve Smith of Wilbur Smith and Associates, which outlined the scope of work to be performed, a motion was made by Chairman Good and seconded by Mr. Patterson to authorize the Chairman to execute both agreements at the appropriate time in conjunction with the design and construction of the new T-hangar and Aviation Center apron projects. The motion passed unanimously. 95-07-04 Consider Authority support for a concept to provide commuter rail service to Atlanta Hartsfield Airport and downtown Atlanta. ,...., After a presentation by Ms. Satterthwaite describing a commuter rail transportation hub that is under consideration for development in Peachtree City, she requested support for the projects from the Authority members. After some debate, it was decided that no action would be taken at the present time and the members would continue to study the plan until a public forum was scheduled. 4 ,..., VII. EXECUTIVE SESSION At 7:50 p.m., Chairman Good moved to recess and reconvene at 8:00 p.m. in Executive Session to consult with legal counsel for an opinion as to the rights and legal obligations of the Authority pertaining to matters currently pending before the Authority. The motion was seconded by Mr. Amos and passed unanimously. There were no official actions taken by the Authority during the Executive Session.
