07-10-1996 Regular Meeting r PEACHTREE CITY AIRPORT AUTHORITY . MINUTES OF MEETING ~. July 10, 1996 The regular meeting of the Peachtree City Airport Authority, was held in the City Hall Council Chambers on July 10,1996, at 7 p.m. Those present were: Chairman David M. Good; Members Michael E. Amos, Daniel E. Carr, Robert B. Patterson, and Janet Wells; Airport Manager James H. Savage; Authority Attorney Douglas B. Warner and Recording Secretary Shirley R. Comer. I. ANNOUNCEMENTS None. II. ADDITIONAL AGENDA ITEMS None. III. APPROVAL OF MINUTES A motion was made by Mr. Amos and seconded by Mr. Patterson to approve the minutes of the June 12, 1996, Authority meeting as presented. The motion passed unanimously. IV. REPORTS Airport Manager: Mr. Savage briefed the Authority on the following issues: r ! 1. All major construction projects are completed with the following details: a) Aviation Center - A Certificate of Occupancy was issued by the City on June 18. A final "walk-thru" and acceptance inspection was conducted by Chairman Good and Mr. Savage on June 26, and a letter authorizing Stevens Aviation to occupy the building was issued the same day, with July 1, 1996, designated as the lease "commencement" date. Stevens began operating from the new facility on July 2, and the dedication and grand opening of the facility was conducted on July 4. Only minor "punch list" items remain to be corrected and the facility seems to operating smoothly. 1 b) Airport Improvement Program (AlP) 09, the apron paving project adjacent to the Aviation Center, was accepted as complete at a final inspection held on June 24: Final pay requests for this project were presented to the Authority for approval and are attached and made a part of these minutes. A motion was made by Mr. Amos and seconded by Ms. Wells to approve the pay requests and invoices for Wilbur Smith and Associates, and APAC of Georgia as presented. The motion passed unanimously. c) The Georgia DOT taxilane paving project for the hangar area was also inspected on June 24. Several areas were found that need to be corrected before final payment can be made, but it was agreed that such repairs would be made after the Olympic Event. The Authority is withholding 20% of the final invoice until the project is complete. d) The new T-hangar is complete except for outside lighting, which is scheduled to be finished by Saturday of this week. A Certificate of Completion was issued by the City on June 17, and nine of the units are now occupied. It is Mr. Savage's intention to keep the remaining five units empty until after the Olympic Event and lease them at a daily rate of $25. Once the event is over, Mr. Savage intends to run ads to fill the remaining units. Four of the current vacancies are the result of owners moving from the area. 2. Early in June, the Fayette County Bank foreclosed on Skipco, the parent company of Falconaire, and took possession of the hangar and office space located at 1120 Echo Court. According to bank officials, several parties have expressed interest in purchasing the building, which had an outstanding loan of approximately $430,000. All aircraft located on the Falconaire ramp have been relocated, most to the Authority's ramp. Any new owner of the building. must execute a "through-the-fence" agreement with the Authority before they can have access to the airport. 3. The FAA will be moving air traffic controllers into their temporary control tower on July 14, with the intention to begin operating the facility on July 15. If actual demand does not warrant its operation, the facility will be shut down. Controllers for this facility are coming from several locations outside of the Atlanta area, with facility "Chief', Mr. Dan Morgan, coming from Chattanooga. Mr. Carr has agreed to act as the Authority's liaison with the ATC facility as needed. 2 r-- ~..', > I 4. The electrically operated gate across the recently paved T-hangar entrance road has been installed, but does not yet have electrical power run to the equipment. Mr. Bob Jones, who is completing the electrical work on the new T-hangar, will be running the power cable soon. The key pad operated gate will have a sign located on the control box that will read: "For airport access, please enter the five digit CT AF frequency for Peachtree City-Falcon Field Airport." 5. Mrs. Lynn Gray, wife of Airport Maintenance Technician Bob Gray, is home recovering from gall bladder surgery yesterday. On behalf of the Authority, Mr. Savage ordered a dish garden to be delivered to their home. Mr. Gray reports she is doingwelL v. OLD AGENDA ITEMS 96-06-01 Consider proposal from Mr. Wayne Sutton to build private hangar on lots 0-22 and 0-23. Due to scheduling problems, Mr. Sutton was unable to attend the meeting and asked that his proposal be considered at a later date. Chairman Good noted that along with Mr. Sutton, Mr. Leo Giles, who was to present a proposal under New Agenda item # 96-07-01, was also unable to attend and moved to table action on both items until a later date. The motion was seconded by Mr. Carr, and it passed unanimously. VI. NEW AGENDA ITEMS 96-07-01 Consider proposal from Mr. Leo Giles to build private hangar on lot 022. This item was tabled by the action on item # 96-06-01. 3 ~ [, . ft. ,.-, r- ~ f 96-07-02 Consider request from W.K. Properties to assign ground lease of Lot 021 as collateral to secure debt on hangar. After a discussion regarding the common requirement from most lending institutions for a contingent assignment of leasehold interest to act as collateral on building construction loans, a motion was made by Mr. Carr to authorize the Chairman to execute the attached Landlord's Consent as presented. The motion was seconded by Mr. Patterson and it passed unanimously. VII. EXECUTIVE SESSION There being no further business for Executive or regular session, at 7:20 p.m., a motion to adjourn was made by Chairman Good and seconded by Mr. Carr. Good, Chairman 4 LANDLORD'S CONSENT Peachtree City Airport Authority, Lessor under that certain General Aviation Service Hangar Ground Lease between Peachtree City Airport Authority, as Lessor, and W K Properties, Inc., as Lessee, dated March 28, 1996 (the "Lease"), hereby consents to the collateral assignment and transfer of Lessee's interest in said Lease to Marjorie J. Sherrill, of 203 Creek Bed Court, Peachtree City, Georgia, in the event of default in payment of that certain Promissory Note executed by Lessee in favor of Mar- jorie J. Sherrill, dated ~une 21, 1996, in the principal amount of $72,000.00. Peachtree City Airport Authority hereby further agrees to accept performance by Marj orie J.
