04-12-2000 Regular Meeting ",-.. , PEACHTREE CITY AIRPORT AUTHORITY MINUTES OF MEETING [ k k April 12, 2000 The April meeting of the Peachtree City Airport Authority, was held at the Aviation Center, Peachtree City-Falcon Field Airport, on April 12, 2000. at 7:00 p.m. Those present were Authority Chairman: David M. Good; Members HE Buffington, Catherine M. Nelmes, Susan M. Cates, Mark G. Bunker; Airport Manager James H. Savage; Assistant Manager B. Andrew Bolton; Bookkeeper Debbie G. Thornton; and Authority Attorney Douglas B. Warner. I. ANNOUNCEMENTS ,....., Mr. Jim Toombs, tenant and local FAA Air Safety Representative, reminded the public that he will holding an FAA Aviation Safety Program meeting in the Aviation Center at 7:00 p.m., Thursday, April 13, 2000. The subject will be "Know Your Ail"....I'.ne" "I-'d I . Reservations are not required, but participants should bring their Pilot Operating Handbook and weight and balance data for their aircraft. The program will review weight and balance calculations and aircraft performance using an FAA checklist designed to work with most aircraft. Participation in this event fulfills one of the requirements of the Pilot Proficiency Award (WINGS) Program. II. APPROVAL OF MINUTES A motion to approve the minutes of the March 8.. 2000, meeting as presented, was made by Chairman Good and seconded by Mr. Bunker. The motion passed unanimously. A motion to approve the minutes of the March 22, 2000, meeting as presented, was made by Mr. Bunker and seconded by Mr. Buffington. The motion passed unanimously. . I III. REPORTS "...., , Airport Manager - Jim Savage Mr. Savage stated that due to the short time period since the last Authority meeting he had not prepared a report and therefore would not make a presentation. IV. OLD AGENDA ITEMS None. V. NEW AGENDA ITEMS 00-04-01 Consider proposal from Leo Giles to lease area in Hangar Area "A" to build a private T -hangar. Chairman Good gave a brief review of the documents presented to the Authority by Mr. Giles commenting that he assumed that Mr. Giles had delayed making detailed plans until after he was certain that the Authority was willing to lease the land in question. ,...., F Mr. Giles affirmed that he had indeed delayed further action until that time, but indicated that he was vvilling to move forward immediately. f A period of discussion followed that included comments from most of the Authority members, and discussions of an estimate prepared by Mr. Savage that showed an initial return of $800 per month, should the Authority build the facility itself, versus the $1,167 per month proposed by Mr. Giles. Chairman Good pointed out that it was his opinion, and not hearing anything different from the Authority, that without getting into endless details about the type of building and specific materials required, that in a general sense the building should be of a similar nature to the T-hangar owned by the Authority and the private hangars built in the area. Mr. Giles agreed that without specifics, it was his intent to build a structure of a similar nature. Chairman Good offered a motion to authorize the Airport Manager to proceed with the preparation of the documents necessary to lease the referenced area to Mr. Leo Giles for the construction of aT-hangar. - i r Said documents shail include provisions for the review and approval of the structural design and materials used. The initial annual lease rate shall be 32.6 cents per square foot for the entire site, which if based on the approximate 41,580 square feet of area included, would calculate to be $13,555 per year, or $1,129.59 per month. k r 2 ,-, The rent shall be due and payable on May 1, 2000, except that for a three month period ending July 31, 2000, said rent shall be reduced by 50 per cent. The motion was seconded by Ms. Cates. Additional discussions followed including questions from airport tenant Mr. Mark Bergeron regarding the possibility of building another type of hangar other than a T-hangar. Chairman Good responded that the Airport Master Plan had always shown the area for use as a T-hangar and that the Authority had, until its last meeting, planned to build its own hangar on the site. Chairman Good requested an opinion from Authority Attorney Doug Warner regarding the need to seek additional proposals for the site's development. Mr. Warner stated his opinion that the Authority was under no legal obligation to seek bids when leasing hangar sites. He also pointed out that the subject was discussed at the last Authority meeting and the agenda to consider Mr. Giles' proposal was published in advance giving any other interested party the opportunity to respond if they were interested. Hearing no additional comments from the Authority and the public gathered, Chairman Good called for a vote on the question. .r- t The motion passed unanimously. , t .f""""">1 ~ VI. EXECUTIVE SESSiON At 8:23 p.m., Chairman Good indicated that it would not be necessary to meet in Executive Session as previously indicated and called for a motion to adjourn.
