01-03-1990 Regular Meeting o n AIRPORT AUTHORITY MEETING MINUTES OF MEETING January 3, 1990 A regular meeting of the Airport Authority was held in the Peachtree City Municipal Building at 7:01 PM on January 3, 1990. Those members present were Mr. David Good, Ms. viki Brigham, Mr. John Dennis, Mr. Mike Amos and Mr. Blaine Price. Mr. Dou9 Warner, the attorney for the Authority, Mr. Reed Bull, Mr. Steve Sm1th, Mr. Juan Nunez and Mr. Bob Kelly with Wilbur smith & Associates and the City Engineer, Mr. Barry Amos were also in attendance. MINUTES The minutes of the meeting of December 6, 1989 regular meetin9 were reviewed. A motion was made by Mr. Amos, seconded by Mr. Pr1ce and was unanimously adopted to approve the minutes as written. SELECTION OF CHAIRMAN AND TREASURER A motion was made by Ms. Brigham, seconded unanimousl~ adopted to nominate Mr. David Good Blaine Pr1ce as Secretary/Treasurer to the Peachtree city. by Mr. Dennis and was as Chairman and Mr. Airport Authority of FAYETTE COUNTY ECONOMIC DEVELOPMENT Mr. Bob Truitt was in attendance to consideration of funding for an Fayette County. Mr. Truitt presented history of the concept for the Economic Develo~ment Office. Last year a request was made to Fayette County to partic1pate in the funding to get it started. The County responded with a denial because the budget, they felt, was too much. This year, the budget was reduced to $158,000. Funding will come from various sources, with the Chamber of Commerce also participating in various ways such as free secretarial help, free rent and the use of all office equipment. The County has now made a commitment of $54,000 for the first year toward this project. The Development Authority of Peachtree City agreed to help with $22,500 and the other two Develo~ment Authorities from Fayette County have agreed to pay approx1mately $5,000. request from the Authority their Economic Development Office for The Economic Development office will have Board members that consist of the Chamber Executive, Chamber President! Chairman of the four different Development Authorities, a count~ Comm1ssioner selected from the County Commission Chairman and the A1rport Authority Chairman. The Board is made up of positions instead of people in order to 9uarantee that the Board will be represented by each group rather than 1ndividuals. n 0i Regular Meeting January 3, 1990 Page 2 FAYETTE COUNTY ECONOMIC DEVELOPMENT continued The office will be located in the Chamber of Commerce office in Fayetteville. Mr. John Boothbe has been hired to run the office. He was previously the marketing director for the Georgia Department of Industry, Trade and Tourism. He was also in charge of the Economic Development Office in Canada for the state of Georgia. About a year ago he was named the marketing director for the Department of Industry, Trade and Tourism. Mr. Truitt promised to bring him to one of the Airport Authority meetings in order to meet him. Mr. Truitt stated that since the Airport Authority had received funds through the Hotel/Motel Tax, they may want to consider sharin~ in the cost of the $22,500 received from these funds as half the port1on the Development Authority of Peachtree City has committed. A question was raised on how the Economic Development Office will be funded in future years. Mr. Truitt stated by next year, funds from ~ the Hotel/Motel Taxes will... be considerabl:y more, which is helping with << i the cost now. Other sources would aga1n include the County and the ,. iChamber of Commerce. There is also a possibility of obtaining a half . mil or a mil collected from the taxpayers to eventually fund the office on a permanent basis. A motion was made by Mr. Amos, seconded by Ms. Brigham and unanimously ado~ted to share with the Development Authority of Peachtree city, 1n the cost to help fund the Economic Development Office up to $11,250 for fiscal year 1990. WILBUR SMITH AND ASSOCIATES Mr. Reed Bull was in attendance to present a pay request and report on the progress of the runway. He presented an invoice from the contractor and one from Wilbur smith and Associates. A motion was made by Ms. Brigham, seconded by Mr. Amos and unanimously adopted to apprOve the pay request as submitted. Mr. Bull reported that CSX Railroad had agreed to bury the underground cable. FAA reviewed the contract that CSX would like the Authority to sign. FAA requested the contract be. capped to a limit of $19,000 and recommended the Authority reconsider the clause about paying in advance. Phase II of the paving, marking and lighting is scheduled to start in the spring and should be complete by the beginning of 1991. The area for the localizer will be complete by July 1990. The entire project Ci'ishOUld be complete by the ~all of 1991. n (1' Regular Meeting January 3, 1990 Page 3 AIRPORT TERMINAL WORKSHOP, JANUARY 10, 1990 Chairman Good announced that a Workshop was scheduled for January 10, 1990 at the Peachtree City Library meeting room beginning at 8:00 AM. The ~urpose of the workshop is to discuss future plans and Master Plann~ng for Falcon Field Airport and it's surrounding area. Chairman Good requested item number IV of the agenda: Introduction of Field Atlanta, Incorporated be moved to the end of the agenda so there could be more time to properly introduce the new company that has moved into the Falcon Field Airport area. The Authority concurred with this request. FAA RESPONSE TO WATER &SEWERAGE AUTHORITY REQUEST Chairman Good announced that the FAA has notified the Water & Sewerage Authority of Peachtree city they would not approve spray application to be installed at the airport. AEROSPEC FIRE CODE VIOLATION Mr. Barry Amos, the City Engineer was in attendance to report to the Authority there were several fire and building code violations discovered at the Aerospec facility during the last inspection. He re~orted most of the violations have been corrected but not all at th~s time. THROUGH-THE-FENCE SETTLEMENT WITH JACK BERRY & ASSOCIATES The Authority has agreed to a settlement on their through-the-fenceagreement. A $3,677.35 was received by Jack Berry payment. with Jack Berry & Associates check in the amount of & Associates as the final MISCELLANEOUS Georgia Tech is sponsoring a seminar on February 8 & 9, 1990 on "Leaking Underground Storage Tanks and the Corrective Action Alternatives". Chairman Good felt at least one of the members should attend. Mr. Warner as the Authority representative and Mr. Barry Amos as the City representative should also attend. Mr. Mike Amos volunteered to attend the seminar. The cost of the seminar is $295.00 reach. nl Regular Meeting January 3, 1990 Page 4 MISCELLANEOUS continued A motion was made by Mr. Good, seconded by Ms. Brigham and was unanimously adopted to authorize the funds for Mr. Warner and Mr. Mike Amos to attend the seminar on "Leaking Underground Storage Tanks and the Corrective Action Alternatives". INTRODUCTION OF FIELD ATLANTA AVIATION, INC. Field Aviation Atlanta, Incorporated has obtained approximately five (5) acres of airport ~ropertv from Aerospec. It is located across the street from Falcon F~eld Dr~ve. The company refurbishes and works on unfinished planes. The Company has plans to build a hanger in March for their corporate operation. They will be sending out a press release to make a formal ~.. . presentation in January. Ms. Brigham suggested that the Authority ~.. r.. may want to make a formal announcement at the next Authority meeting.
