08-22-2002 Special Called Workshop -- PEACHTREE CITY AIRPORT AUTHORITY MINUTES OF SPECIAL CALLED WORKSHOP August 22,2002 A Special Called Workshop of the Peachtree City Airport Authority and the City Council of Peachtree City was held in City Council Chambers at City Hall, Peachtree City, Georgia, on August 22, 2002, at 6:00 p.m. Those present for the Authoritywere Chairman Catherine M. Nelmes; Secretary/Treasurer H.E. Buffington; Members Jerry R. Cobb and Douglas A. Fisher; Airport Manager James H. Savage; and Attorney Edward L. Long, Jr. Member Mark H. Harris was absent due to business travel. Those present representing the City were Mayor Steven B. Brown, Council Members Murray Weed, Dan Tennant, Annie McMenamin, and Steve Rapson; City Manager Jim Basinger; City Attorney Richard Lindsey; and Recording secretary Pam Dufresne. The purpose of the workshop was to discuss the Intergovernmental Agreement between the City and the Authority that details the distribution of Hotel/Motel tax revenues. r After opening remarks by Mayor Brown and a prepared statement by Councilman Tennant, Chairman Nelmes gave a review of the Authority's Master Plan and it's Capital Improvement Plan. The review included the Authority's vision of long term airport development, a snapshot of it's current financial condition and it's financial outlook, and a summary of the funding necessary to accomplish those goals. A general discussion of the issues followed with input from all parties. The members of the City Council appeared to agree by consensus that the Authority's "vision" for the airport was a good plan and most stated that they supported the concept as outlined. Several different methods and lengths of time for Hotel Tax distribution were suggested during the discussions, but no single idea had unanimous support. Following the discussions, Councilman Tennant recommended that a committee of two Councilmen and two Authority Members be appointed to draft a new Intergovernmental Agreement for the distribution of Hotel Tax. It was his suggestion that Councilman Rapson and Councilman McMenamin represent the City and that the Authority should choose it's representatives, with the hopes of reaching an agreement that could be adopted by both parties by September 30, 2002. Mayor Brown hearing no objections agreed with the recommendation and called for the committee to meet as soon as possible to achieve the stated goal. At 7:30 p.m., expressing the need for the City to meet with the Development Authority of Peachtree City to have a similar discussion, Mayor Brown called for the workshop to be adjourned. r-*'.
