MINUTES OF SPECIAL CALLED MEETING

A Special Called Meeting of the Peachtree City Airport Authority was held in the lobby of
the Aviation Center, 7 Falcon Drive, Peachtree City, Georgia, on March 24, 2004, at 2:00
p.m.
Those present for the Authority were Chairman Catherine M. Nelmes; Members Jerry R.
Cobb, Matt M. Davis, Douglas A. Fisher, and Rick Mendenhall; Interim Airport Manager
Andrew Bolton.
Authority Attorney Douglas B. Warner was unable to attend.
Also attending were Mr. Chuck Myers and Ms. Julie Stanley of Chippewa Aerospace,
and Mr. Mike Rossetti of Group VI. Peachtree City Mayor Steve Brown joined the
meeting during discussions.
The purpose of the workshop was to discuss incentives for Chippewa Aerospace to
locate to Peachtree City.

Chairrnan Nelmes began discussion by introducing Mr. John Crosby. She notified the
assembly that as incoming Airport Manager he was asked to attend the rneeting. She
also stated that the Authority was prepared to discuss a reduction in the "through the
fence" fees. The concept was a four-year gradual increase in the fees to allow Chippewa
to alleviate some of the cost for relocating to Peachtree City.
Ms. Stanley stated that Chippewa preferred the flat rate through the fence fee instead of
the two percent of gross receipts fee. She also asked the Authority to verify the proper
fuel flowage fee for the Hunting Facility was correct at $.05 cents per gallon.
Mr. Myers asked what incentives could be given to Chippewa for doubling or perhaps
tripling the jet fuel sales of the FBO. Ms Stanley added they estirnated to complete three
to four aircraft a rnonth. These aircraft would be taking on fuel to depart the field. She
also stated that should Chippewa be allowed to fuel on the airport a percentage of the
gross sales would be set aside in a trust fund to return to the airport.
A brief discussion began about the legality of Chippewa operating fueling vehicles on
airport property. It was a general belief arnong the authority that the access agreement
did not allow for such an operation.
Mr. Meyers asked about the possibility of operating a separate FBO in corn petition with
the existing FBO managed by the authority.

Mr. Fisher stated that he was open to the concept of an additional revenue stream for
Chippewa by an increased volume of jet fuel sales. He stated he would like to see the
fuel gallon assumptions, but could identify with an incentive in which Chippewa would
receive a percentage of the Authority's increased fuel sales, if they reached the stated
quantity.

Mr. Crosby suggested that the discussions should be confined to what Chippewa needs
,-, and what the Authority can offer.
Mr. Myers stated he needed clarification of what constitutes airport access and exactly
what "access" means and allows.
Ms. Stanley agreed to have the fuel sales assumptions to Chairman Nelmes by April 2,
2004.
Mr. Cobb made a motion to adjourn. The motion was seconded by Mr. Fisher, and
approved unanimously. The meeting was adjourned at 3:20 p.m.
