10-13-2005 Regular Meeting ,..-., PEACHTREE CITY AIRPORT AUTHORITY MINUTES OF MEETING October 13, 2005 The October meeting of the Peachtree City Airport Authority was held at the Aviation Center, Peachtree City-Falcon Field Airport, on October 13, 2005, at 7:00 p.m. Those present were Chairman Jerry Cobb; Members Doug Fisher, Matt Davis, Greg Carroll and Rick Mendenhall; Airport Manager John Crosby: Assistant Manager Andrew Bolton; and Authority Attorney Douglas B. Warner with additional counsel Simon Bloom. Alternate Larry Hunt arrived at 7:20 I. ANNOUNCEMENTS Chairman Cobb began the meeting at 7:05 and asked if there were any announcements. Mr. Fisher wanted to commend Chairman Cobb and all those involved in the production of the Airshow. Mr. Davis presented an update on the Santa's Copilots project, stating the next meeting will be November 16, 2005. The event will be on December 10, 2005 at the Aviation Center. II. APPROVAL OF MINUTES Chairman Cobb asked that a small correction of the September meeting be added to the minutes, reflecting that Alternate Larry Hunt was absent at the September 14, 2005 meeting. A motion was made by Mr. Fisher and seconded by Mr. Carroll to approve the minutes of the September 14, 2005, Regular Meeting with the stated correction. The motion was approved unanimously. III. REPORTS AIRPORT MANAGER'S REPORT October 13, 2005 ~ . 1. TDK Boulevard. Waiting for final input on the boundary survey from Frontline. The new survey is due by October 14, 2005. Once the survey is forwarded to the appraisers they only require 3 days to return their report. The airport is in line for federal funding and will depend on the severity of the hurricane reconstruction as to how much we receive. , ~., , 1 ,-. ~ ,- ~ I 2. Aviation Way. Waiting for Georgia Power to relocate a power pole that is presently in the right lane of the new road. Georgia Power is behind due to the majority of their manpower being relocated to the Louisiana/Mississippi Gulf Coast. APAC is ready to begin once the pole is relocated. 3. Area B Phase I. Prime Engineering has some of the preliminary geo-tech surveys complete. Prime expected to be finished by the end of November. Funding for Area B is expected in the FAA's FY06 funding. 4. Copier Replacement. We have four competing bids. Plans are to demo 2 of these copiers for a week to make a better-informed decision. 5. Carpet Replacement. Carpet will be replaced after some high traffic areas are tiled by in house manpower. 6. Anti-Terrorism Training. Mr. Crosby will be attending training in Eastman Georgia mandated by the State government, the first week in November. 7. NBAA. Mr. Crosby, Mr. Bolton, Authority members and employees will be attending November 8 - 11. 8. LPVIWAAS Approach. Approved for FFC by the end of this calendar year. The 405 survey should be completed by the end of November. An ILS is available for procurement from the state. Authority's share of expense is roughly $50,000 - $75,000. IV. FINANCIAL REVIEW Mr. Crosby stated that the financial report was straightforward. The overage in budget on repairs was to replace an unexpected Ground Power Unit failure. Avgas sales continue to be less than budgeted due to high gas prices. Jet fuel sales have exceeded expectations and generally make up for the loss in Avgas sales. The Authority noted that the airport financials are in good shape in a difficult year of uncertainty given the cost and availability of aviation fuels and gas. V. OLD AGENDA ITEMS None 2 VI. NEW AGENDA ITEMS 05-10-01 Letter from Scott A. Specht, Esq., Jones Day law firm, representing Hunting Aircraft, Inc. in matters relating to property located at 1 Falcon Drive; Peachtree City, Georgia Chairman Cobb asked if there were any comments from the members or audience. Hearing none Chairman Cobb asked Mr. Randall Davis, an attorney representing Chippewa Aerospace, if he had any comments. Mi". Davis stated the he had not come prepared ""0 ~(IL comment. Mr. Cobb also asked Mr. David Rossetti of Group VI if he wished to comment. Mr. Rossetti stated that he was in attendance as an observer. Mr. Fisher made a motion to move to Executive Session for discussion of matters protected by Attorney-Client privilege. The motion was seconded by Mr. Davis and approved unanimously. The membership began the Executive Session at 7:28 pm. VII. EXECUTIVE SESSION - l' t After discussions were concluded in the executive session, Mr. Davis made a motion to return to open session. The motion was seconded by Mr. Carroll and was approved unanimously. Executive Session ended at 8:45 pm. The Authority returned from executive session to open session at 8:50 pm. Mr. Davis made a motion to engage Powell Goldstein LLP as outside legal counsel. The motion was seconded by Mr. Fisher and approved unanimously. Mr. Fisher made a motion to reject the proposed consent agreement contained in the September 16, 2005 letter from Jones Day law firm, and referenced in Agenda Item 05-10-01 Mr. Davis seconded the motion and the motion was approved unanimously. Mr. Davis made a motion to adjourn at 8:51 pm.
