12/11/2008 Peachtree City Airport Authority (PCAA) Regular Meeting Minutes Thursday, December 11, 2008 Aviation Center, Peachtree City - Falcon Field (FFC) 7:00 p,m. Members Present - Chairman - Jerry Cobb, Bill Flynn, Greg Carroll, Richard Whiteley, Aviation Director - John Crosby, Assistant Aviation Director - Barry Griffith, A.A.E., and Airport Attorney - Doug Warner. Absent: Stephen Boone - City Council 1. ANNOUNCEMENTS Chairman Jerry Cobb called the meeting to order at 7:00 p.m. and recognized various Airshow committee members and Mayor Harold Logsdon in the audience. Greg Carroll stated that this was his last night on the PCAA. He stated he wanted to recognize John Crosby and Jerry Cobb for their hard work at the Airport. In the last four (4) yelll's he has seen a lot of progress and that when either Jerry or John decides to retire, he wanted them to know he really appreciated what they had done. Chairmi;Ul Cobb and Aviation Direptor - John Crosby thanked Greg Carroll for his years of service on the Airport Authority. Chairman Cobb indicated that two (2) new regular members will be joining the PCAA in January 2009 per the nomination committee's recommendation. That there were several outstanding candidates and two clearly stood out as well qualified members. II. APPROVAL OF MINUTES Chairman Cobb indicated that there were rninbr changes in the minutes included in the PCAA notebooks. Greg Carroll reports that under the financial report on page 3 in the twelfth paragraph that it should read "intangible" not tangible and Bill Flynn noted on the last page next to last paragraph that it should read "Bill Flynn stated that while this is not a great one year deal and that he thinks the Mayor and City Council are not excited about, a continuation of the Hotel/Motel tax and would rather use that money for something else." Motion made by Richard Whiteley and seconded by Greg Carroll to approve November II, 2008 Regular Meeting Minutes; motion carries 3/1 with Bill Flynn voting against because the minutes presented were different than the ones previously handed out. III. REPORTS Aviation Director - John Crosby reports that electricians have installed the localizer array antennae and that with weather permitting; the old localizer equipment would be removed soon. He indicated he was not pleased with the situation of losing various approaches to Runway 31 while the new localizer is energized for the FAA flight check. He stated that the targeted publication date for the new Instrument Landing System (ILS) precision approach will be March 2009. Mr. Crosby reports Area "c" Development Contract has not been released and that the Massana Construction is currently focused on the localizer relocation project. He also indicated that there a few minor issues on the Taxiway "F"!Navaids and ItS projeCt that the contractor must complete in order to move on: Mr. Crosby stated that the Commemorative Air Force hosted Pearl Harbor Days on December 7, 2008. He indicated that traffic is way down. IV. FINANCIAL REVIEW Aviation Director - John Crosby states that this has been one of the worst months financially for the airport. In order of magnitude, FFC is in line with downturns being seen at surrounding airports. Bill Flynn made note of the month's deficit including depreciation and suggested that a proforma be run to project year end posjtion to better protect and prepare for the future. Mr. Flynn stated that before you adjust the budget you need to know where we will be and how we will make it going forward. There was further discussion on wholesale fuel expenses and recovery of the Hotel/Motel tax for which a portion has been received from the City. There was also further discussion on airport reserve account funds. Greg Carroll asked if the FFC had lost hangar and tie-doWn space customers? Mr. Crosby indicated that we had. Greg Carroll noted that even with low fuel prices, many are not flying and that jets are taDkering fuel. Mr. Crosby indicated that some A vGas sales for the flight school are occurring at LaGrange and Newnan. 08-12-01 08-12-02 V. OLD AGENDA ITEMS Chairman Cobb indicated that Airport staffwas unable to schedule the auditors for a meeting in December and would reschedule next year. There was discussion about forming a financial sub-committee to review the financi~ls with the auditors. PCAA members picked Bill Flynn :and Richard Whiteley for this sub- committee. VI. NEW AGENDA ITEM Discussion of past relationship between The Great Georgia Airshow, Inc. (GGAS) and the Peachtree City Airport Authority (PCAA). Presentation of position paper on GGAS as requested. A PCAA Position paper on The Great Georgia Airshow was distributed to PCAA members. PCAA members and staff discussed history and various operational concems associated with other domestic airshows. Chairman Cobb gave background and history in regard to The Great Georgia Airshow and introduced some of the GGAS Board members. Richard Whiteley discussed the 50l(c)3 non-profit status and requested more information on GGAS's financial structure. Chairman Cobb spoke about the advanced planning required by the Dixie Wing and Kiwanis as the parties that are generally hired early in the year by GGAS to conduct the airshow and answered many of the questions from other PCAA members. Chairman Cobb expressed that being on the GGAS board requires numerous hours of work and suggested that other PCAA members were welcome to take on this responsibility. Richard Whiteley shared his objections with the emotional aspect associated with the GGAS during the meeting, and expressed that no amount of intimidation would .alter his vote. Bill Flynn thanked the GGAS for their input and participation in the meeting. He also praised the GGAS for their outstanding efforts in past airshow events and indicated that the airport is merely reviewing all possible revenue ventures in order to become financially independent in the future. He stated airport staff should become mo~e iIlVolved with the GGAS planning efforts. John Crosby spoke about some of the operational concerns from previous airshows and vowed to become more involved in future GGAS meetings. To continue to support The Great Georgia Airshow, Inc. (GGAS) in the production of the Airshow with the present policy of zero cost to PCAA. Motion made by Richard Whiteley and seconded by Greg Carroll to approve item number 08-12-02. Motion carried 4/0. VII. EXECUTIVE SESSION Motion made by Bill Flynn and seconded by Greg CarroU to enter into executive session to consult with legal counsel at 8:30 p.m.; motion carries 4/0. Motion made by Bill Flynn and seconded by Greg Carroll to return to regular session at 9:40 p.m.; motion carries 4/0. VIII.
